Default Asteroid Near Miss

So it seems an Asteroid named TC4, first encountered or discovered or tracked in 2012, that missed the earth then at an altitude of about 88 000 km, will again pass the earth on the 12th October 2017 at an altitude of 44 000 km.

The okes that try and detect these things are using this one as an opportunity to test their detection and tracking system. The next pass of this particular one will happen in 2020. I hope they refine their detection system because their earlier prediction was it would pass the earth an altitude of 8 000 km. Quite a large deviation, enough to make one think.

Although now we can add man-made objects, I guess we still haven't come much further than this then

Is there any clearly believed reason(s) for the inaccuracies?

Is that why Salvation is currently being aired on M-Net? Except in this case it is not going to miss earth....
